Closed roads mean that driving there is illegal in Iceland. Highland roads are usually changed from impassable to closed in spring to protect the sensitive vegetation after the snow has melted. They are then opened in summer with the date changing from year to year based on conditions.
The Icelandic Road and Coastal Authority will stop using the word "impassable" on its signs to indicate that roads are impassable, and instead use the word "closed". Many foreign travellers don't have perfect command of English, thus misunderstanding signs which read impassable.

Impassable tiles appear as a dark green color during initial placement (passable tiles are shown in light green). One common use for impassable tiles is to block access to other z-levels. A magma smelter, for instance, has a single impassable tile in the top center--placing this tile over your magma access channel prevents unlucky dwarves from falling in, and unwelcome beasts from crawling out. It is worth noting that building destroyers can only destroy buildings that they can path to the z-level of.
